A deformed specimen because of storing in alcohol.
Uganda. Size 27 mm.
A peculiar pronotum with a strong constriction, half is shiny, half wrinkled. Scape looks also strange.
May it be Chromacilla igneicollis?
It resembles Chromacilla igneicollis purpureocinctum (Aurivillius, 1914), shown in Larry's site.

I would say yes. It is a female. Uganda is the most oriental limit of igneicollis and purpureotinctum is the only ssp. reaching this part of Africa.
