No: this is a female of Mecosaspis rufipes Jordan, 1894.
In Cameroon the subspecies chlorina, having green (rather than blue) body colour, is also present. I do not know whether it is actually a simple variety...
Instead, the previous species belongs to Philematium, different from Mecosaspis in having antennae longer than body in males.
