Seems to be Xylotrechus fragilis Jordan, 1903. I don't find any other locality mentioned except Cameroon, but it does not seem to be uncommon in Uganda. Found in several traps.

It seems similar to others specimens presented in the forum here and there . I have to find the type specimen at Paris Museum for ID confirmation...
