Try cleaning it up with some white spirit on a cotton bud, works wonders on dirty specimens. |

It is Cyrtoclytus yunamensis (Pic, 1906).

Guess it is just dirty. They had several listed all showing the dirty look.
Looks similar to C. takakunae N&K 2009
