Try cleaning it up with some white spirit on a cotton bud, works wonders on dirty specimens.

It is Cyrtoclytus yunamensis (Pic, 1906).

Guess it is just dirty. They had several listed all showing the dirty look.
Looks similar to C. takakunae N&K 2009
