After my determination, after Miroshnikov 2014.... so it is Clytellus belokobylskiji Miroshnikov, 2014.
But this spec. is described after a single female (Hoa Binh Prov.) ... so I am not sure.

Difficult to say anything with such photo....might be C. westwoodii.

You have to read MIROSHNIKOV A. I., 2014. A review of the genus Clytellus Westwood, 1853, with notes on its systematic position and descriptions of eleven new species (Coleoptera: Cerambycidae).
More chance for you to find the good ID than me on my computer...
