Using the paper by Niisato and Lin (2013) on the Chinese Merionoeda, the black elytral apex suggests Merionoeda (Ocytasia) formosana burkwalli Gressitt, 1940.

It is a male of Merionoeda (Ocytasia) with mid tarsus expanded in outer side.

The closer species I find is Merionoeda (Ocytasia) distinctipes Pic, 1922 with base of mid tibias brownish. Type picture here.
