With red scapus, silver band on middle of elytra, and last abdominal segments black, it should be Oberea bivittata Aurivillius, 1911.

It is not easy to identify this species without observing the underside.
There is a long series of Southeaster Asian species, all having more or less the same dorsal coloration (moreover variable according to the varieties), but well distinguished through the coulor of abdominal segment and sternum.
