Comparing the length of 3rd antennomera (reaching the shoulder), your specimen is a Glenea bedoci as I said in first.

...but in the other hand (thanks Gérard ), we have also Glenea tonkinea Aurivillius, 1925 with white sutural band...
Here lectotype male from Vietnam, from LIN M. & YANG X., 2011. Glenea coomani Pic, 1926 and its related species of South China with description of a new species. ZooKeys 153: 57-71, 35 figs.

I think it is Glenea bedoci Pic, 1926, morpha coeruleopunctata Breuning, 1956
