I looked through Phytoecia & Nupserha without any luck.

I had originally thought of P suturevittata Breuning but no that's not it! I looked at P latesuturalis but no more...
So maybe new? I have an ex from Uganda who reminds me of the insect on the picture but no it's still I think (from your picture) a different species but it doesn't correspond to something I know? But looking on your side you might have better chances ?
