According to Holzschuh (2017), these species are synonyms.
The valid name is Mesosa (Saimia) subfasciata Gahan, 1895

The bulge on the pronotal disk indicates the subgenus Saimia.
I think it is M. rondoni Breuning, 1968... keep this name at the moment

Similar specimens are called Mesosa (Aplocnemia) subfasciata Gahan, 1894 in my collection.
