I have checked a paper with description and pictures of Toxeutes negrosianus and I can exclude this species. Are you sure that it comes from the Philippines?
It is very similar to Platygnathus sechellarum Aurivillius, 1922

It is a representative of the subfamily Prioninae.
It might be a male of Toxeutes (Catypnes) negrosianus Hüdepohl, 1987;
nevertheless, it is very difficult to see it clearly.
You can see a female of that Toxeutes here.
