Yes.... I have seen.
Slipinsky & Escalona (2013) is a nice book, but the taxonomic acts are very doubtful and more or less a disaster.

See also the discussion here and:
WEIGEL A. & A. SKALE (2014): Systematik, Taxonomie und Faunistik der Apomecynini der orientalischen und australischen Region (Insecta: Coleoptera: Cerambycidae: Lamiinae). Part 5: Nomenclatural corrections. - VERNATE 33: 221-223.

That is a Spec. from the Sybra incana group and not Sybra preapicefuscofasciata !
This Spec. has very small white spots on the elytra. It is impossible to determinate by picture.

The first publication to this Sybra Group, with a currently Checklist of the Philip. spec. you can see in:

Skale A. & Weigel A. 2014: Zur Taxonomie, Synonymie und Faunistik der Apomecynini der asiatisch-australischen Region (Coleoptera: Cerambycidae, Lamiinae). Revision der Gattung Sybra Pascoe, 1865: Teil 4 Revision der Sybra incana Gruppe. - In TELNOV, D. (ed.): Biodiversity, Biogeography and Nature Conservation in Wallacea and New Guinea. Volume II. - The Entomological Societi of Latvia, Riga: 241 - 254.
