Of course males of Anapausa have spine on pro-femur.
I omitted it because I compared with my only other specimen in collection (A. armata female) and with photo of holotype of the very closed Mulciber devosi.

So: 1) Mulciber devosi should be combined with Anapausa !

Our specimen to determine is not Anapausa armata Thomson, 1864.
The 2 others species : Anapausa longipennis Breuning, 1966 and Anapausa rugifrons Breuning, 1951 are from New Guinea and seem to be different.

So: 2) it's probably a new species of Anapausa.

No Mulciber has that femurs. This is a well-known peculiar character of the genus Anapausa.

With this small spine on pre-femur it looks like Mulciber devosi from Misool (but the "sharp thorn" on pre-femur is large). Elytral apex and color are also a little different.
