Hi, here a proposition, only based on the picture  because I can't read German, from HOLZSCHUH C., 1991 - 63 neue Bockkäfern aus Asien, vorwiegend aus China und Thailand:
Note that locality, Tam Dao, is the same.
-> Holzschuh's species is a synonym of Sinostrangalis ikedai (Mitono & Tamanuki, 1939); (Elacomia collaris Heller, 1916 is a species from the Philippines), corrected in 1998.

The description from Holzschuh, 1991 agrees perfectly, Thank you Xavier  .
Francesco`s Spec. is the same, apparently. The pronotum ist very conspicuous!![]()
