It is a sub-genus which has 9 sp. or ssp. : Phytoecia (Cinctophytoecia)

Most probably, Phytoecia (Cinctophytoecia) cinctipennis Mannerheim, 1849.
Knees are red and the white sutural band it still visible behind the scutellum.
