It seems to be similar Agelasta (Epagelasta) balteata Pascoe, 1866 (below the original drawing), though the scape is too long...
Anancylus? however, Mesosini.

Close to Anancylus basalis in my opinion.

With that dark spot, it could be Anancylus (s. str.) calceatus Thomson, 1864.
