It is a female of Carinoclytus.
I can hardly distinguish semiruber from affinis.

You can see pictures of semiruber here and of affinis in the Cahiers Magellanes 9 (p. 33).

According to Aurivillius (1914, p. 11), C. affinis is larger (but sizes are 12-13 mm for both species ), with "immaculate pronotum", elytra dorsally brownish and laterally dark to violet (character shared by some semiruber), second urosternite without white margin (white in Adlbauer's drawing)...
The differential diagnosis finishes with "tantum differt" (it differs a lot)... I do not agree.
