I think this is a female of Mecosaspis laeta (Hope, 1843). The splendid colour form is unusual, I never have seen such a good bicolorism on this species.
This particular colour remembers the ssp. auratipennis (Kolbe, 1900) from Mecosaspis glabripennis (Kolbe, 1894), known from the more oriental parts of Africa, Kenya, adjacent parts of Tanzania, Ethiopia.
