The two species are very similar and the main character to separate them and given in the revision of the genus (Audureau, 2011) is the golden hairiness present on all the length of the upper side of the scape for O. jaspideus and partially for O. cinnamomeus.
Unfortunately, this character is valid for the males while the females are still difficult to determine.
However, cinnamoneus has no citation from Paraguay when jaspideus is widely spread on this country.
But why not....

For me, it looks more like a male of Orthomegas cinnamomeus L., 1758.

It could be a female of Orthomegas jaspideus (Buquet, 1844).On this picture the typical marbled aspect of elytrae is not very evident, the scape of male should have a red hairiness along the external side...but less evident on the female.
