I wonder if it is not a dark variation of Glenea griseifrons Breuning, 1956. To compare with this one, and HT picture available here.

This specimen was subsequently identified in person by Mei-Ying Lin when she visited the California Academy of Sciences in California.

And so, like an idiot I left off the most important part.

The specimens were identified as Glenea ochreovittipennis Breuning 1958.
