The colour pattern is very similar to Evodinus borealis indeed, but yellow area around scutellum makes me cautious. I suspect it is a Pidonia species.

Only one specimen?
Might be new species of Pidonia.
P. gorodinski is quite similar and was described from Gansu as well.
