maybe Thylactus dentipennis (?) Wang & Chiang, 1998 from N-Vietnam (17 mm long)

The closest specimen is here. T. dentipennis for Mono, but less toothed at the apex.

yes, this is the closest in the Forum (maybe any type pic is available ?) at the Apex, the "spines" are from hairs or strengthened by those and maybe sometimes sticky
