After reviewing the description (with my limited ability to read French), I believe you are correct.

I agree this is Conopogaster.

I do not have the paper in which it was described, but it does show similarities with the New World species of the tribe.

Maybe this is a strange Oedemeridae. (???) The position of the antennae and eyes is unusual. Whatever it is... quite interesting.
