Hi Tom, I have orig. descriptions and it is really N. concolor.
Why is included in the subgenus Necydalisca am unable to judge. |

I guess that the specimen of the dealer you used as a benchmark to find the name was determined by Petr, so there is no surprise.
The question is why it was recorded as Necydalisca... |

Yes, this is the only black species described from the area...but I do not understand why it is a member of Necydalisca (it seems to me that on the photo, elytra are relatively short and tarsi realtively thick). |

There is no other Necydalisca in the region.
But looking at the photo it does not seem to me that the elytra are long (longer than in Necydalis) and tarsi slend. |

Probably, you mean az insect. There are some mistakes, as usually.
My knowledge about Necydalis is very poor, but in this case, I guess, the correct name should be Necydalis (Necydalisca) concolor Niisato & Ohbayashi, 2004.
Necydalisca should have:
1. long, flattend elytra;
2. broad and hardly convex abdomen;
3. slender tarsi.
